Stakeholder Event was held in Sarajevo within the PRTR Project

Stakeholder event within the project “Enhancement of Pollutant Release and Transfer Registers (PRTRs) in the Western Balkan countries and in the Republic of Moldova” and financed by the German Federal Ministry of Environment, Nature Conservation, Nuclear Safety and Consumer Protection was held on 15.09.2022. in Sarajevo.

Main goal of the event was:

  • To provide an overview of the legal, institutional, technical and capacity building needs for the development of a Pollutant Release and Transfer Register (PRTR) and implementation of the requirements of the EU’s E-PRTR Regulation (EC) No 166/2006 as amended, and the UNECE PRTR Protocol;
  • To identify the current difficulties and further needs, and discuss the role of the authorities, operators and NGOs in this process;
  • To discuss recommendations and agree on the next steps regarding developing an operational PRTR, with the authorities and the main stakeholders.

 

In his opening speech, Mr. Stjepan Matić, assistant to the federal minister of environment and tourism, pointed out that this project is very important for FBiH. “The legal framework in FBIH has not changed for many years. Together with REC, we are working on a very important NEST project funded by Sweden, through which technical assistance is provided to the ministry for amending legislation. We have made great efforts to increase transparency in our work, because we are deeply convinced that complete transparency in the process of issuing all permits is the biggest step in the regulation of the field of environmental protection. Building an IT solution for the PRTR Register in FBiH will significantly contribute to strengthening the capacity of this ministry in terms of reporting and cooperation with the NGO sector. Therefore, we are very grateful to the German Environmental Agency for financing this important project,” said Mr. Matić.

 

This event was extremely important from the point of view of discussion with key stakeholders, from whom we received recommendations for further activities in the implementation of the project.
